[JENKINS-66786] Not getting CHANGE_URL and CHANGE_TARGET in Jenkins

Description

New: Hi Team, Our pipeline jobs communicate with the Bitbucket mirror and not the server, as such we are not able to *discover pull requests* or *execute REST commands* which usually work when we work directly with the server using plugins. And we are trying to fetch CHANGE_TARGET and CHANGE_URL but we are not able to fetch the data of mention env variable. We are using Bitbucket server integration plugin of version 3.0.0 and jenkins version 2.289.1. In the ticket https://issues.jenkins.io/browse/JENKINS-60342 it is clearly mention that all use cases are not covered.   Can you please advice  Regards, Ayushi Kasat
