SYSTEM user deleted job parameters

      User SYSTEM is changing job parameters.

      There were no parameter changes in the pipeline.

      Is there a way to prevent SYSTEM from editing parameters?

      My case is similar to this JENKINS-39622, but there were no changes in the pipeline.
