New jenkins-tooltip class does not work in title attributes

      The new tooltips of PR#5763 do not work in all areas of Jenkins yet. When I add a component with <title> or <title class="jenkins-tooltip"> then the styling does not use the new classes.

          It would be at least helpful if we could have a section in our developer manual on how to actually create a tooltip correctly for HTML elements.
