Description

Original: The new tooltips of [PR#5763|https://github.com/jenkinsci/jenkins/pull/5763] do not work in all areas of Jenkins yet. When I add a component with {{<title>}} or {{<title class="jenkins-tooltip">> then the styling does not use the new classes. Example:

It would be at least helpful if we could have a section in our developer manual on how to actually create a tooltip correctly for HTML elements.
