Global matrix help button looks different and doesn't work

    Description

      The help button does nothing if you click on it. It jumps to the top of the page. It's looks too far on the right as well, if you compare it to the other help icons that are aligned behind the text:

            If you grant a user "Administrator" permission thru the "Overall" tab, the inherited permissions are displayed wrong:

            Known issue with Chrome: JENKINS-63391. I'm rewriting the issue to be just about the help button.

            Styling was different in 2.235.3 through 2.263.3, but the button still worked. In 2.277.3, the functionality is broken. Specifically, it broke in 2.264, indicating a tables-to-divs-regression.

            Known issue with Chrome: JENKINS-63391. I'm rewriting the issue to be just about the help button.

            Indeed it works in Firefox, but is broken in Edge version 96.0.1054.43 and Safari version 15.1 (17612.2.9.1.20) too.

            I'm releasing 2.6.10 with the fix right now, should be available later today.
