[JENKINS-68006] The P4 plugin generates a lot of spam when User Session is enabled

Description

Original: After updating to the P4 plugin to 1.12.1 we now see a significant number of logs both for the Controller and the agents +*Jenkins-slave.err:*+ !image-2022-03-10-17-28-43-699.png!   +*Jenkins System logs:*+  !image-2022-03-10-17-30-13-973.png! I understand that this information might be useful for debugging but maybe we can change it to be debug output only?
