Steps to reproduce:
- have an outdated version of workflow-cps-global-lib installed (but a core version for which a newer release exists); or really any of the workflow-whatever plugins
- Navigate to /pluginManager
- Type workflow in the filter field

Notes
Previously, matching was too relaxed and arguably too many plugins were shown (e.g. ones with dependencies to matching plugin IDs). But the tables should still be filterable by actual plugin IDs.
This started apparently in https://github.com/jenkinsci/jenkins/pull/5908 but it's not clear at a glance why. A possible cause could be a mismatch of HTML data attribute and JS in the previous PR?
