When one selects the Role based project naming strategy for the "restrict project naming" in global config, but the role based authorization strategy is not the active authorization strategy it is impossible to create new items.

Steps to reproduce

• Install "role-strategy-plugin"
• go to Manage Jenkins -> Configure System
• Check "Restrict project naming"
• Select "Role-based Strategy"
• Save
• Got to Dashboard -> New Item
• type anything in the upper text box

Expected Result

I'm allowed to create new item

Actual Result

Message "No Create Permissions!" appears below the text box and "OK" button is disabled
