Upgrade Yarn from 1.22.10 to 3.2.1

      Jenkins core currently uses Yarn 1.22.10 (released on October 1, 2020), which is out of date. At the time of this writing, the latest version of Yarn is 3.2.1 (released on May 13, 2022). As discovered in jenkinsci/jenkins#5824, the Maven Frontend Plugin does not support Corepack, which is required to use Yarn 3. That upstream work is tracked in eirslett/frontend-maven-plugin#1032.
