Auto-upgrade of icons to symbols loses title based tooltips (regression in 2.340, possibly others)

      Icons are upgraded from classic raster icons to SVG/symbols.

      As a side effect, since these do not support title attributes, the titles are gone from such icons.

      This is a problem when titles include important information, like the migration "buttons" used in matrix-auth.

      For the particular matrix-auth icon, 2.340 is the release introducing the problem, but I assume it depends on the icon which Jenkins release migrates it to a different implementation.

          Tooltips are not a feature whose absence is usually very noticeable, especially to those advanced users who would be aware of their prior existence, so that seems like a weak signal.
