Based on my reading of https://github.com/jenkinsci/embeddable-build-status-plugin/blob/8b8dde85476aa491588fa8e8defd7bb36cda5e92/src/main/java/org/jenkinsci/plugins/badge/StatusImage.java#L198-L217 the font is not used to render text but to determine the width of the rendered text. So Verdana itself need not be used, but any open-source font that is metrically compatible with Verdana would suffice. A quick search shows that Bitstream Vera Sans is metrically compatible with Verdana, as is PT Astra Fact. These fonts could be used as a drop-in replacement for Verdana and should yield the same width calculation. (This could be verified in a unit test.)
