Upgrade to yarn 2.x (berry)

      Core uses a very old release of yarn 1.x from October 2020.
      I filed https://github.com/jenkinsci/jenkins/pull/6755 to get us on the newest version of yarn of 1.x, from May '22.

      1.x is frozen for a good while. Features and bugfixes aren't backported from "berry", the active development version of yarn.
      We should definitely upgrade from 1.x to berry to benefit from up to date features and fixes of the active development version.
