[JENKINS-69502] Can't locate C:\Program Files (x86)\Microsoft Fxcop 10.0\FxCopCmd.exe

Description

Original: Our jenkins is v 2.2989.3.  We encounter the following error when trying to configure Windows exe installation. !https://slpvetcrepo11/jenkins/static/86dcd4ef/images/none.gif|width=1,height=16!C:\Program Files (x86)\Microsoft Fxcop 10.0\FxCopCmd.exe is not a directory on the Jenkins master (but perhaps it exists on some agents)     !image-2022-09-01-11-17-05-447.png!
