[JENKINS-69927] Duplicated admin monitor when Secret watcher cannot be initialized

When the watch initialization fails (due to label expression or serviceaccount permission), duplicated administrative monitor show up in the UI:

This is spamming the Manage Jenkins page with monitors carrying the same information. They should be consolidated into one...
