[JENKINS-6997] Add option to disable "Coverage Report" link

Description

Original: I am using the Clover plugin for PHP projects to visualize code coverage statistics that come from PHPUnit's Clover XML logfile. This works fine, but the "Coverage Report" link that the plugin add to the job leads to a 404 (see http://ci.thephp.cc/job/php-code-browser/clover for an example) because the plugin is used without Atlassian Clover. It would be nice if the link to Clover's report could be disabled.
