[JENKINS-70135] Allow set Y Axis label on a trend chart

Description

Original: I moving dependnecy-check-plugin from a custom implementation of echart.js to use echart-api-plugin. The most visible difference is that I can not set the label for Y Axis as you see in the picture. Original: !image-2022-11-22-23-07-44-907.png|width=301,height=287! After porting to echart-api-plugin: !image-2022-11-22-23-08-48-428.png|width=338,height=321! Other little differences are:  * I can not decide where line series label are placed (up or bottom)  * background of leggend
