listGitBranches stuck on "Retrieving tags..." in Pipeline Syntax page

      when on "Pipeline Syntax" generator page, select "build" step, select a project that uses listGitBranches parameter

      the parameter remains stuck at "Retrieving tags...", no branches are retrieved

      job whose "Pipeline Syntax" is being run and the job selected in build step are in the same folder and have access to the same credentials
