Badly escaped tooltips in 2.379+

      Matrix-auth has broken tooltips on 2.379+ because they get doubly escaped. Instead of Overall/Administer, they show Overall/&#x2FAdminister, etc.

      https://github.com/jenkinsci/matrix-auth-plugin/pull/120 doesn't work, and https://github.com/jenkinsci/matrix-auth-plugin/pull/130 is blocked by the open question how to detect Tippy presence.
