Migrate from acegisecurity to spring-security

      Throughout the plugin it is using acegisecurity. The plan would be to modernise the plugin so that it uses more modern security methods.

          Just wanted to add a quick comment as it was me who reported the issue, but somehow must have refreshed my browser and accidentally logged it under Cloudbees Security Developers. I am not sure if there is a way of changing the reporter so will leave it as is.

          Essentially, clean up from https://github.com/jenkinsci/reverse-proxy-auth-plugin/pull/40 the same way https://github.com/jenkinsci/ldap-plugin/pull/49 cleaned up from https://github.com/jenkinsci/ldap-plugin/pull/48. Unfortunately not as simple as picking renamed packages—there were numerous incompatible API changes during the years of development separating these versions.
