Improve plugins data to identify installed/upgraded but non loaded plugins

      (might well be a new feature rather than Improvment)

      The support bundle list active plugins, of disabled plugins, and of the list of backup plugins version (version prior last upgrade, also persisted as .bak)

      In a scenario where a plugin is upgraded but cannot be dynamically loaded however we miss some information:

      • active.txt shows the non upgraded version (expected since this is the active version)
      • backup.txt shows the non upgraded version as well (I guess expected since this is truly the .bak, the newer version is the .jpi)
      • we do not know what is the upgraded
      • we don't know that Jenkins requires a restart due to plugin installation jobs
