Remove support for Robot Framework 3.x

      Robot Framework major version is already at 6.x. Old 3.x features should be deprecated and removed to make code more maintainable and Jenkins UI more relevant.

      • Deprecate onlyCritical parameter from running pipelines
      • Remove critical tests from all result views and REST API response

          With version 3.5.0, a log message will be printed that support for 3.x will be dropped in a future release.

          JENKINS-72538 moves this forward by adding configurable test pass-% calculation whether skipped tests should be taken into account. At the same time we're dropping criticality views from the UI, but still keeping the methods in.
