Concurrent multi category throttleing not working with a single jenkins controller and a docker host running jenkins docker agents

      HI I have a 
      Single jenkins controller and a docker host which runs docker jenkins agents.
      The controller has multi categories throttles specified and associated limits.

      However the throttling does not work in this Config

      Can throttles work with docker host running ephemeral jenkins agents ?
