[JENKINS-7298] Allow Job-specific side-bar links

Currently it is only possible to add a link to the sidebar globally.

Often it is desirable to add a link to the sidebar of jobs (e.g. a link to a testing system, project-homepage, ....)

ToDo:

Allow the configuration of a link list (like the global existing one) on the job-config-page
add these links to the sidebar of this job

Would it be possible to add this? (unfortunately I know too less to do it for my own ina short time )
