There are currently two tests in jenkinsci/packaging for non-Winstone servlet containers: one for Tomcat 9 (the last version to support javax imports) and one for Wildfly 26 (the last version fo support javax imports). These should be updated to more recent versions of Tomcat and Wildfly, along with the documentation at https://www.jenkins.io/doc/book/platform-information/support-policy-servlet-containers/ which also mentions Jetty.
