Core PR 9148 skips requesting build history updates in background tabs. Even ignoring JENKINS-73592, this creates a poor experience when jumping between tabs and seeing outdated content in the one area of the page that is usually fairly up to date.
Background querying can probably be disabled, but then it should immediately refresh when switching to a tab so users never see outdated content.
