Email notifications : Provide a new field allowing to reference a file containing additionnal recipients

      In some project configurations, notified recipients could be defined in scm file (or generated file, by a maven plugin parsing the <developper> list for example) and not especially in hudson.

      This could allow to share same recipients between several jobs aiming at the same SCM project.

      Provided a patch with en/fr translation to improve the email notification plugin with a new field.

      This is my second patch to hudson core so take the time to review it
      Especially : I updated MavenMailer but, eventually, improvement could be made elsewhere (if, for example, we would want to improve functionality in freestyle projects)
