promotion doesn't work when using svn tracking

      When using svn track on downstream job + "Use SCM from another project" in the downstream job (pointing to it's upstream's project) the promote plugin doesn't kick in.

      I kick off the downstreamjob by defining a trigger in it which is "build after other projects are built" and pointing to it's upstream.
      Building and so works just fine - but the promotion does never happen.
