Matrix project does not chooses best slave

      I have 3 slaves with labels:
      1. x32
      2. x64
      3. x64 vs9
      My matrix project has label axis with 3 values: x32, x64 and vs9

      But sometimes it start x32 sub-task on 1-st machine, x64 sub-task on 3-rd machine, so VS9 task should wait while 3-rd machine become free, and 2-nd machine not used.
