[JENKINS-7921] Archiving very slow between slave and master in unix driven by ssh

When a slave is archiving to a master it is very slow.
These are for files >10MB.

The transfer speed over scp is a few seconds, yet the archive can take several minutes for 10MB.
Using version: 1.381
