[JENKINS-7968] Clicking on "downgrade" button for a plugin in the update center results in a 404 error

Even though a 404 error is displayed, it looks as if the downgrade operation is triggered successfully. The URL I see in my browser is:

[base url]/hudson/updateCenter/plugin/updateCenter/

(Note I have hudson installed at the /hudson context)
