Build number in Build History status is off-by-one

      If a build is broken, its status in the Build History page is "broken since this build." If it is still broken after a rebuild, its status in the Build History page is "broken since build #X." However, X should be X+1.

      332 fail broken since this build correct
      333 fail broken since build #331 should be "broken since build #332"
      334 success back to normal correct
