enforce dev Version to be a snapshot

      It is possible to specify the next version as a release version and not a snapshot.
      This can cause issues as the CI will then have a release on HEAD and try and constantly re-build a release which is not identical to the previous and is a very bad thing to do.

      THe plugin should check that if the dev version has been specified and ends with -SNAPSHOT
