[JENKINS-8512] Move Pom parsing phase to an external process (a la maven build)

we can move to a external process as we do for the maven build (this means we will need a maven distrib).
This will prevents :

JENKINS-8448 Failed to parse POMs for packaging swc

JENKINS-8348 eclipse-plugin packaging doesn't work with maven plugin support

is related to

JENKINS-9805 [Maven Jobs] Post build deploy task : Fork the JVM to allow to deploy with the same MAVEN_OPTS settings like in the build
