BUILD_TAG for a promotion is not unique

      In a promotion process BUILD_TAG environment variable has value
      jenkins-<PROMOTION_NAME>-<PROMOTION_NUMBER> .
      Something (such as the job name) should be added to make it unique within the Jenkins instance.

      This issue breaks BUILD_TAG usage as a tag (for artifact fingerprinting for example).
