[JENKINS-9416] The log in form is not displayed on the main page. Instead it is "<a href="/login?from=/">Log in</a>"

Description

Original: The log in form is no longer displayed on the homepage. It looks like the HTML is being escaped instead. All I get is tyhe following printed out: {noformat} Welcome to Jenkins! <a href="/login?from=/">Log in</a> to create new jobs. {noformat} Also see attached [screenshow|^Jenkins login.png]
