Description	Original: The build timeout retry interval currently only accept a "hard coded" integer. It would be interesting to be able to give it a variable, (a value coming from an external property file or a current build parameter), so that the timeout can be easily tuned depending on whatever environment condition.	New: The build timeout value currently only accept a "hard coded" integer. It would be interesting to be able to give it a variable, (a value coming from an external property file or a current build parameter), so that the timeout can be easily tuned depending on whatever environment condition. The same for the Schedule Failed Builds plugin and its retry interval field.
