      Especially on Windows it's sooner or later useful not to overuse the CLI for options but instead use a properties file. Especially together with JENKINS-7543 (specify tool locations) this one becomes interesting.

          I'd like to implement this but I'm not sure how to specify the toollocations in a key value way? Comma separated? Or choose another format then .properties?
