UX: "archives" link is not very visible

      Description

      Proposals:

      • Created a Downloads section on the right panel
      • Reference the last version installation flow and then put the archives link
      • Consider moving the panel to the left side (common location)

          There's been an "Archives" link in the top-right of every plugin page on plugins.jenkins.io for ages. Or am I missing something?
