jira plugin 1.9 missing some jar files

      we migrated to jira plugin 1.9 and got exception during communication to jira.
      Class not found exception javax.xml.soap.SoapException
      After downgrading to 1.8 everything is ok.

      I see that in 1.9 version following jars are missing in jira.hpi -
      activation-1.1.jar jaxrpc-api-1.1.jar saaj-api-1.3.jar
