crap4j plugin - crappyness trend chart missing scale on y-axis

      If the CRAP %age is < 1, the y-axis (crap method percentage) of the Crappyness
      Trend chart does not show a scale.

      For an example, see the Crap4J Full Trend Report shown on my post at
      http://tutansblog.blogspot.com/2008/06/crap4j-hudson-and-windows.html. In this
      case the crap method percentage was 0.27%.
