Add support of newInstance() invocation

      Many SCMs use Descriptor::newInstance() in jobs, but multiple-scms supports @DataboundConstructor only.
      Affected SCMs:

      • Git
      • Perforce
        ... //TBD

      I suppose that it causes many existing issues in JIRA.
