checkETag value is true in "config.xml":
find ./ -type f -exec grep -HIn "ETag" {} \;
./jobs/testing_job/config.xml:64: <checkETag>true</checkETag>

but falg is not presented at the job web page and therefore on the second save action sets to false in config.xml
