Since 2.26[1] plugins tries to read properties file from artifacts and generally encourages used to archive it. However, it used deprecated API that is not guaranteed to work with different artifact managers.

It is enough to install compress-artifacts-plugin, configure the property file to be archived and downstream builds will never be scheduled with:

[parameterizedtrigger] Properties file properties.txt did not exist.
[parameterized-trigger] Downstream builds will not be triggered as no parameter is set.
