SSE blueocean-event plugin needs to get Link for a given Jenkins job. There should be abstraction in blueocean-rest to provide such Link generation instead of blueocean-event using implementation specific code (PipelineImpl, or PipelineContainerImpl etc.). Related issue: https://issues.jenkins-ci.org/browse/JENKINS-36218.

Also ... a generic way to get the Organization ID.

NOTE: blueocean-events/src/main/java/io/jenkins/blueocean/events/BlueMessageEnricher.java should be updated to use these new APIs. Search for TODO comments containing "JENKINS-36286".
