Blue Ocean's usage of Redux has proved problematic for extensibility and maintainability.

A proposed solution is to shift to MobX (which is theoretically simple, and also more opinionated).

In Scope:

Proof of MobX (likely done via https://issues.jenkins-ci.org/browse/JENKINS-36921) as viable
Validate MobX is not a barrier for extensibility
conversion of existing code to mobx from redux (assuming above holds water)
