Jenkins available plugin list is emtpy

    Description

      Fresh installed Jenkins ver. 2.7.4 and tried to access/install some plugins but it is empty with the message saying "No updates".

      If I try to update the update site url and "check now", it thorws below exception,

          I met this bug,too

          with Jenkins ver. 2.7.4 fresh install. And When I manually install the plugins, the other error appear. list as the follow.

          Issue description doesn't state the actual content of the json file. Could be network issue (e.g. proxy) or temporary infra issue. No way to investigate further.
