Request Handlers are the critical resource of Jenkins. If they get completely utilized, it causes Jenkins UI and REST API slowdown. If all requests hang due to whatever reason, Jenkins UI also hangs. So I think the Support Core plugin would benefit from some improvements in the area.

• Generate basic stats about the Request handlers utilization
• If all the request handlers get consumed AND hang for a timeout (e.g. 30 seconds), automatically generate a support bundle, which would allow to diagnose the outage
