Currently, we can skip the setup whole wizard by using the jenkins.install.runSetupWizard switch.
For Essentials, we will likely do that as we preinstall a set of plugins that should already provide a reasonable starting point for people to build their projects.

So, we could want to skip the part that is "Suggesting plugins". But we definitely do not want to skip the "secure by default" part of it.

Expected behaviour/feature

It would be great if we have some way to skip only the plugin selection part of the wizard. But keep the rest. Either a new sysprop switch or anything else would do.
