Acceptance Criteria:

• Docker has to be installed and available to the user

Ideally:

• Pre-pull jenkins/evergreen:aws-ec2-cloud, this will make the provisioning quicker, and as we do not update first layers very often, it would keep being useful until we change them.
• we could update this regularly by an automated build Pipeline so that the initial provisioning is faster, and the UX better.
