There are several "excluded regions" configured in our Hudson system when using Subversion plugin 1.13, and it works fine. After upgrading to SVN plugin 1.14, it does not work at all.

Instead we have to configure "Included Regions" and then whole system can work as before.

It is easier to configure only included regions when we have much more paths to be ignored, but I think the plugin should have same behavior no matter "included" or "excluded" is used.
